Introduction
The Global Stakeholders Panel (GSP) initiative is an international
research and communication initiative about globalization and governance. The GSP
initiative aims to establish a credible, transparent infrastructure for actively
listening to a broad cross-section of stakeholdersa global panelwith
special outreach to civil society leaders in the Global South.
The overall goal of this project is to ensure that objective and
inclusive stakeholder research is available to all players with outcomes that
will inform key institutions concerned with globalization and its underlying
economic, environmental, and social equity challenges.
This research is sponsored by the 2020 Fund at the King Baudouin
Foundation USA (KBF-USA), a philanthropic platform committed to enabling a
sustainable world. The research is being designed and conducted by Environics
International, a leading global issues research organization located in Toronto,
Canada. Environics International will operate on a non-profit basis on this
project.
How will this be accomplished?
GSP stakeholders will participate in three waves of structured interviews
starting in 2002, conducted electronically and by mail. The initiative will rely
heavily on associations to provide access to their member networks and to
encourage the networks active participation. Those organizations are also
asked to lend their name to the initiative.
A Project Advisory Group (PAG) is being established to direct the
research. The PAG will have overall authority for the project under the auspices
of the 2020 Fund at KBF-USA, which represents the project publicly. In addition
to invited experts from NGOs, faith-based organizations, academic institutions,
the private sector, and government organizations/agencies, the PAG will also
include representatives from major funding organizations. The 2020 Fund at
KBF-USA will convene the PAG and be actively involved in the management of the
PAG.
This initiative is not a public opinion poll, but it uses survey research
techniques in order to facilitate dialogue with as many stakeholders as possible.
The research process is iterative, proactive, and self-directing, as it draws on
emerging findings to inform subsequent survey rounds.
Outcomes
A major outcome of this initiative will be a sharing of knowledge
regarding how stakeholders from around the world perceive the processes,
implications, and outcomes of globalization. The resulting insights, well
quantified and presented, will be freely distributed worldwide to provide
valuable input into globalization and governance.
Electronic reports will be freely disseminated to all multilateral
agencies across the UN system, all key international NGOs and civil society
networks, all national governments, and to all survey respondents.
Survey results will also be posted on the 2020 Fund website, with
organizational participants asked to hotlink their sites to the 2020
Fund website to maximize traffic, exposure, and access to project reports.
An Invitation to Networks and
Associations
First-year funding for the Global Stakeholder Panel has been secured from
a balanced array of sources, and enlistment of stakeholders is now under way. We
welcome the participation of networks and associations, especially in the Global
South, in three ways:
1. Send Environics the contact information of leaders engaged in the
issues of globalization and governance so that we can invite them to participate
in this important survey-based dialogue.
2. Agree to send the GSP surveys to your network of NGOs and individuals
and actively encourage them
to participate so that their views can be heard.
3. If your organization and network plan to participate in the GSP
surveys, please consider having your
organizations name associated with the GSP project. We will
acknowledge your endorsement in all
of our communications, including our reports.
